Police said Steven Ortiz told them he was helping people out by selling the drugs, according to the Connecticut Post.  The 27-year-old from Dover Street was charged with possession of narcotics intent to sell, and possession of narcotics with intent to sell near a school and possession of ammunition, according to the Connecticut Post.
