Woman Charged With Bilking Disabled Wilton Resident WILTON, Conn. -- A Waterbury woman is facing charges of theft and credit card fraud against a disabled Wilton resident, police said. Sequan Monice Francis, 23, was arrested at about 6:30 p.m. Sunday by Connecticut State Police from Troop A in Southbury. She was stopped in a car that had been involved in a larceny in Danbury, police said. Troopers discovered that Francis had active warrants against her from the Wilton Police Department, police said. Man Charged With Felony DWI In Route 9 Stop PHILIPSTOWN, N.Y. -- A Bronxville man is facing a felony drunken-driving charge after his arrest Saturday, according to police.  New York State Police from the Wappinger barracks arrested Christopher J. Kovi, 50, of Bronxville, on Saturday on a charge of driving while intoxicated, a class E felony.  Troopers observed a vehicle stopped on Route 9 near Route 301 and stopped to conduct a welfare check on the driver.
