Fernando Duran Ramos won the money playing the “$10,000,000 Lucky Bucks” $20 scratch-off tickets, the Massachusetts Lottery said. Duran Ramos elected to take the $650,000 lump sum before taxes rather than the annuity. He wants to buy a house with the cash, lottery officials said.
