Peekskill Mayor Rips City Judge Following Assaults PEEKSKILL, N.Y. -- Mayor Frank Catalina ripped a Peekskill City Judge after twin brothers were involved in two different assaults in the city. Catalina ripped Peekskill City Judge Melissa Loehr for allowing Ishmail McGougain and Essa McGougain to be released on their own recognizance following a July 14 assault arrest, only for them to be arrested for another assault.  Akeem Joseph, who was also arrested and charged with assault, had bail set at $2,000. Yorktown Man Arrested At White Plains Hotel After Court No-Show A 45-year-old Yorktown man was arrested by Yorktown Police at a hotel in White Plains after he failed to appear in court. Joseph Porticelli was arrested on the bench warrant,  in connection with a charge of criminal contempt in the second degree, a Class A misdemeanor. After he no-showed the July 20 court appearance, police located him at the Hyatt House in White Plains. Last month, Porticelli was arrested and charged after he allegedly threatened someone with a firearm. Porticelli was remanded to Westchester County Jail and is due back in court on July 25.

Licenziato was born in New York City, grew up in Naples, Italy and moved to Mount Kisco at age 13 where he met his wife, Josephine. They lived in Amawalk where they raised their four children. They retired to Yorktown Heights. Licenziato had a love of his country which was surpassed by none.
