Three Men Charged With Climbing Tower At Bear Mountain Bridge CORTLANDT, N.Y. -- State Police arrested and charged three men who climbed the east tower of the Bear Mountain Bridge early Monday morning. Police arrived at the scene at 1:24 a.m. and ordered the three men to climb down and they complied.  Police arrested and charged Stephen Duncan, a 37-year-old Brooklyn resident, Austin Jensen, a 20-year-old Bellmore resident and Tzvi Siller, a 19-year-old Brooklyn resident with criminal trespass in the third degree (a class B misdemeanor) and disorderly conduct.
