Mother Of Croton Child Who Died Upgraded To Serious Condition CROTON-ON-HUDSON, N.Y. -- The mother of 6-year-old Lacey Carr, who was found unconscious along with her daughter in their Croton=On-Hudson home, has been upgraded to serious condition at Phelps Memorial Hospital Center in Sleepy Hollow. Opt-Out Numbers Climb At Yorktown As Math Testing Begins YORKTOWN, N.Y. -- The number of parents having their children opt out of state tests has increased substantially in Yorktown. In grades 3 to 5, 242 students declined to take the math tests, according to info provided by the Yorktown Central School District. In grades 6 to 8, 257 students declined.  This is approximately 30 percent of all eligible students, according to the district. Last year, 97 percent of all students participated in the tests, according to the distict.
