Dutchess Sees Slight Drop In Unemployment DUTCHESS COUNTY, N.Y. -- The unemployment rate in Dutchess County is trending downward. The county's unemployment rate dropped to 4.2 percent in August from 4.3 percent in July, according to the New York State Department of Labor. Dutchess has the 9th lowest unemployment rate among counties in New York.  The state unemployment rate is 4.5 percent.
