Mayor Rob Rolison announced Wednesday the city has been notified by Moody’s Investors Service that the city's bond rating improved from "negative outlook" to "stable outlook," effective immediately. Man Violates Order Of Protection In Yorktown YORKTOWN, N.Y. -- A 44-year-old man was arrested and charged Monday with violating an order of protection, Yorktown Police said. James S. Franco of Greenwich, Conn., was charged with criminal contempt in the second degree, a Class A misdemeanor.
