SPCA Offering Free Spaying, Neutering In Briarcliff Manor BRIARCLIFF MANOR, N.Y. -- SPCA of Westchester in Briarcliff Manor, is offering free spay and neuter days for feral cats on Wednesday, March 30 and Wednesday, April 6.  The SPCA's Simpson Clinic will be performing spay and neuter surgeries free of charge for feral cats. Appointments are required and can be made by calling 914-941-2896 ext. 10. All feral cats must be brought to the clinic in a Have-a-Heart trap. The SPCA of Westchester is at 590 North State Road.
