Yonkers Library Displays Congressional Art Competition Entries YONKERS, N.Y. -- New York's 16th Congressional District will participate in the 2016 Congressional Art Competition, according to Rep. Eliot Engel. This competition is open to all high school students, grades nine through 12 who are enrolled in a school the district.  The competition will be held from 1-3 p.m. Sunday, April 10, at the Yonkers Riverfront Public Library, 1 Larkin Plaza, in the Yonkers Room on the fourth floor.
