Nutter, 35, was stopped on West Street near Jennifer Road in Annapolis around 8:25 a.m. on Monday, Feb. 7, Anne Arundel County police said. A search of Nutter's car turned up 19 capsules of approximately 6.82 grams of suspected heroin/fentanyl and 25 Suboxone strips, according to police.
