State Of Emergency Lifted In Putnam County PUTNAM COUNTY, N.Y. -- County Executive MaryEllen Odell lifted the state of emergency declared for Putnam at 8 a.m. Tuesday morning. Residents are now allowed to travel on roads, but Odell asked people to only use the roads if necessary so highway crews can clean them.
