Area Towns Rank Among New York's Safest More than 30 towns in Westchester, Putnam and Rockland counties have placed in the 2015 Safest Places in New York list compiled by Value Penguin. Value Penguin analyzed the most recent FBI Crime Report to find out which cities and towns in New York state are the safest. The safest places are all towns and villages rather than the most populous cities. Analysts looked at the amount of violent and property-related crimes per 100,000 people to determine the rankings. The safest cities had an average crime score 89 percent lower than their typical peers.
