West Haverstraw Man Charged With Sex Abuse Of Child ROCKLAND COUNTY, N.Y. --  A Rockland man was arrested on Thursday for committing acts of sexual abuse against a child under the age of 13 and for endangering the welfare of a child, according to Haverstraw police. Luis Rivera, 57, of West Haverstraw was charged following a lengthy investigation into the abuse, said Detective Sgt. George Lutz.  Lutz said the department is asking for the public's help in locating any other possible victims of abuse who may have had contact with Rivera.
