White Plains Plans Protected Bike Lane On Busy Martine Avenue WHITE PLAINS, N.Y. -- The City of White Plains is continuing with its plans to make downtown more accessible and pedestrian friendly. The city received a $1.2 million grant from the state to make improvements in downtown White Plains which will see added bike lanes and upgraded pedestrian access. Licenziato was born in New York City, grew up in Naples, Italy and moved to Mount Kisco at age 13 where he met his wife, Josephine. They lived in Amawalk where they raised their four children. They retired to Yorktown Heights. Licenziato had a love of his country which was surpassed by none. The El Dorado Diner, which closed in February, was demolished, to make room for a 23,168 square foot Honda service center. Honda has a dealership across the street. The diner was an institution on South Broadway, having previously been a Howard Johnson's.  El Dorado still has locations in Elmsford and Scarsdale.
