City Of Norwalk Saves $886,000 In Refinancing NORWALK, Conn. -- Mayor Harry Rilling has announced that the city of Norwalk successfully refinanced $17,555,000 of outstanding city debt in order to take advantage of lower market interest rates and to achieve savings in interest costs for Norwalk taxpayers.  The transaction, which was underwritten by Raymond James, was priced on Aug. 2. The refunded bonds were originally issued in 2010 and 2013.
