New Rochelle Schools Chief Osborne Cites Need For Extracurriculars NEW ROCHELLE, N.Y. -- Extracurricular activities are a vital part of education, New Rochelle Schools Superintendent Brian Osborne wrote in a recent article on Huffington Post.
